As someone who got hooked on Innovative in its 20% ICA days and figured out that it was only part of why the idea group is so amazing, I'll say that next patch will be the strongest Innovative has ever been! 15% ICA policy is probably not worth the diplo slot, especially with non-Western groups where artillery has a comparatively larger role, but that minor buff is appreciated. Particularly for EoC runs, I've found this to be the best combo (very excited for my first Qing game of 1.34!) because of its amazing synergy with the Meritocracy system and the OP as hell Gyeongbok Palace, as you print mana with constant level 5 advisors, and now Innovative is getting the absolutely sick buff of +1 Free Policies, which essentially means +1 mana income for every type! That is the single most impactful idea in the whole damn game and if that doesn't sway you into at least using this for some runs then I'm not sure what to tell you, but I wouldn't be surprised if that is nerfed or changed before launch or shortly after.
